About Us

Leader Energy Holding Berhad (a wholly-owned subsidiary of HNG Capital Sdn Bhd) and its subsidiaries (collectively, “Leader Energy Group” or “the Group”) has a track record of more than 28 years in the power industry.

The Company is principally an investment holding company. The Group and its jointly controlled entities are an independent power producer (“IPP”) that is primarily engaged in development, ownership, operation and maintenance of power generation and transmission assets.

Established with a diverse portfolio of power generation and transmission assets that have geographical footprints in seven markets across Southeast Asia and Taiwan (through its jointly controlled entities), Leader Energy Group owns power generation assets and projects with a combined gross installed capacity of 782.2MW as at 28th February 2023.

Founded in 1994, our dreams and ambitions are fuelled by our core values and a strong drive for diversification. We successfully captured various investment cycles in developed (Taiwan and Singapore), developing (Malaysia, Thailand and Indonesia) and frontier (Cambodia and Vietnam) markets.

The Leader Energy Journey

More than two decades in the making, Leader Energy sustainably develops and operates a balanced portfolio of power and transmission projects across Southeast Asia and Taiwan.

1994

Entered power purchase agreement with Électricité du Cambodge for Diesel Generation Plant in Phnom Penh, 1^st independent power producer in Cambodia.

2009

Entered power purchase agreement with Électricité du Cambodge for our 1st coal-fired plant (120 MW) in Cambodia under Cambodian Energy Limited.

2010

Entered power transmission agreement with Électricité du Cambodge for our 1^st transmission line concession in Cambodia under Cambodian Transmission Limited.

2013

Cambodian Energy Limited & Cambodian Transmission Limited achieved commercial operation.

2016

Acquired 70% stake in 51.7 MW Leader Nam Tien Hydropower Joint Stock Co.

2017

Entered power purchase agreement with Électricité du Cambodge for our 2^nd coal-fired plant (150MW) in Cambodia under Cambodian Energy II Co., Ltd.

2018

Leader Solar Energy Sdn Bhd achieved commercial operation.

Awarded our 2^nd solar project (29.4 MWp) in Malaysia under Leader Solar Energy II Sdn Bhd.

Beginning of Leader Energy’s journey towards renewable energy.

2020

Leader Solar Energy II Sdn Bhd & Cambodian Energy II Co., Ltd achieved commercial operation.

Entered into agreement to acquire our 1^st solar project in Vietnam (330 MWp) via Clean Energy Vision Development Joint Stock Company.

2021

Leader GUH Renewable Energy Sdn Bhd undertook various solar projects across Taiwan.

Acquired 100% shares of LYS Energy Solutions Pte Ltd to bolster Southeast Asian’s clean energy transition especially in rooftop solar.

2022

Acquired Cambodian Transmission Limited II.

In the progress of completing the acquisition of 50MWp Vinh Hao 6 Solar Power Plant.

Dato’ N. Sadasivan A/L N.N. Pillay

Independent Non-Executive Chairman

Graduated with an Honours Degree in Economics from the University of Malaya in 1963. Upon graduation in 1963, he commenced his career as an Economist with the Economic Development Board of Singapore for 5 years until 1968.
Joined the Malaysian Industrial Development Authority (“MIDA”) in 1968 as Director of Investment Promotion, whereby his responsibilities include promoting foreign and domestic investments in Malaysia’s manufacturing and services sectors, and to assist foreign and local investors on investment-related matters.
Subsequently he was promoted to Deputy Director General in 1976. From 1984 until his retirement in 1995, he was the Director-General of MIDA. As Deputy Director-General and Director-General of MIDA, he oversaw, promoted and facilitated investments in the manufacturing and services sectors in Malaysia.
Between 1995 to 2020, he served as an Independent Non-Executive Director in a number of public listed companies, namely Chemical Company of Malaysia Berhad, Petronas Gas Berhad, Leader Universal Holdings, Yeo Hiap Seng (Malaysia) Berhad, Malaysia Airlines System Berhad and Yeoh Hiap Seng Limited. He was also appointed as the Independent Non-Executive Director of Pengurusan Danaharta National Berhad from 1998 to 2005, and Malaysian Industrial Development Finance Berhad from 1995 to 2000, Amanah Merchant Bank Bhd and Singapore Unit Trust Bhd from 1995 to 2000. He was also a Director of Bank Negara Malaysia from 2000 to 2021.
Currently serves as the Senior Independent Non-Executive Director of APM Automotive Holdings Berhad and the Director of SKA Management Consultants Sdn Bhd, Panasonic Procurement Malaysia Sdn Bhd, NHK Manufacturing (Malaysia) Sdn Bhd and Asia School of Business Management Sdn Bhd.

Non-Independent Non-Executive Director

Completed his high school examination from Han Chiang High School, Penang, Malaysia in 1959 and obtained a Certificate in Business Administration and Accounting in 1967 through self-study in Singapore.
In 1976, he founded Leader Cable Industry Sdn Bhd (now known as Leader Cable Industry Berhad (“LCIB”)). He then established Leader Universal Holdings in 1988, to implement a merger exercise between LCIB and Universal Cable (M) Bhd, which resulted in Leader Universal Holdings becoming the holding company. Leader Universal Holdings was formerly listed on the Main Board of Kuala Lumpur Stock Exchange (now known as Main Market of Bursa Securities). In 2011, together with the other Promoters, namely Dato’ H’ng Chun Hsiang and Datin Seri H’ng Hsieh Ling, they formed HNG Capital.
In 2012, Leader Universal Holdings was privatised by HNG Capital. The privatisation saw the shift from the production and sale of cable and wire business to the emergence of the power business under HNG Capital Group.
He assumed his current position as the Group Executive Chairman of HNG Capital in 2012. As the Group Executive Chairman, he initiated the privatisation of Leader Universal Holdings, diversified its business in the metal, power, property and food and beverages (F&B) sectors, and established the HNG Capital Group.
Has over 50 years of experience in the manufacturing, marketing and servicing industries and more than 28 years of experience in the power industry.
Apart from HNG Capital, he also founded GUH Holdings Berhad, a Malaysian-based corporation listed on the Main Market of Bursa Securities with its principal activities in electronics, property development and utilities.
Currently sits on the board of several private companies and is also the Executive Chairman of GUH Holdings Berhad, a public listed company in Malaysia.

Non-Independent Executive Director and Group CEO

Graduated with a Bachelor of Electrical Engineering from the University of Technology, Malaysia in 1984. He was admitted as a member of the Board of Engineers, Malaysia in 1989 and has obtained a professional engineer practicing certificate. Being an International Professional Engineer, ASEAN Pacific Engineer and Malaysia Professional Engineer, he is qualified to practise engineering anywhere internationally.
Has more than 40 years of experience in the power industry.
He is also an electrical competent engineer, as issued by the Energy Commission of Malaysia. As such, he is qualified to hold a generation licence. He is currently the person in charge in relation to LSE and LSE II’s generation licences.
In 2011, he was the Chief Operating Officer of Leader Universal Holdings where he was responsible for the operational and administrative activities of the power transmission and distribution business in Cambodia. From 2013 to 2017, he was the Chief Investment Officer of the power transmission and distribution division and business development in HNG Capital. Subsequently, he was promoted to Chief Development Officer of LEGSB in 2018 where he led the overall business development of LEVPL Group in providing management and leadership to regional project and business development teams. In 2020, he was promoted to CEO of LEGSB, whereby he is responsible for the strategic direction, leading the development and execution of long-term strategies of HNG Capital’s group of companies in its power division, guiding LEGSB group’s strategy of delivering sustained growth and value for its shareholders and stakeholders by developing, building, owning, operating and maintaining power generation plants, power transmission centres, and delivering service strategy for power generation customers in Asia.
He has been transferred from LEGSB to the Company on 25 October 2022. At present, he is the Group CEO of the Company. He has been involved in substantially the same role within the Group before the Pre-IPO Restructuring, where he is responsible for the strategic direction, leading the development and execution of long-term strategies of the Group. He is responsible in guiding the Group’s strategy of delivering sustained growth and value for shareholders and stakeholders by developing, building, owning, operating and maintaining power generation plants, power transmission systems, and delivering service strategy for power generation customers as well as C&I market in Southeast Asia and Taiwan.
Currently does not hold any directorship in any other public listed company.

Gan Boon Hean

Group Chief Financial Officer

Ng Seoh Koon, our Group CFO. She is an accountant by profession and was admitted as a member of the Malaysian Institute of Accountants in 2022.
Ng Seoh Koon graduated with Bachelor of Commerce from University of Otago, New Zealand in 1999. She obtained her professional qualification from the Association of Chartered Certified Accountants and admitted as an affiliate member and member in 2006 and 2022 respectively.
In 2000, she joined Arthur Andersen & Co as an audit assistant and was in charge of audit and preparation of final financial statements for various industries such as plantations, property development, retails, investment holding companies, manufacturing companies, solicitor firms, food and printing companies. She was promoted to audit semi senior in 2001 and further promoted to senior associate when Arthur Andersen & Co merged with Ernst & Young in 2002. Her role as a senior associate is to lead and supervise the audit teams with direct responsibility to audit managers which involved the planning, control and organization of audit works of private and public companies in a wide variety of industrial and commercial businesses.
In 2003, she joined Perusahaan Chan Choo Sing Sdn Bhd as an accounts executive which she was responsible to [assist in all functions related tothe financial reporting, cashflow management accounting and payroll managementother relevant functions to enhance the company’s profitability] and thereafter left in 2005 to join Jusca Garment (Cambodia) Limited which specialized in apparel and garments industry as an accounts manager. She is responsible to oversee monthly financial operating and closing, cashflow monitoring, costing, attend monthly meetings and prepare annual budget of the company. She left Jusca Garment (Cambodia) Limited in 2009 to have a career break by venturing into food and beverage industry. She then joined VDB Loi Laos in 2014 as a finance and administrative manager where she is required to provide monthly and annual accounting services and tax consultation services to international clients.
In 2017, she joined Leader (Cambodia) Limited as a financial controller where she is required to oversee the financial operation and monitor the financial performance, cashflow of the group’s operating entities in Cambodia. She is also responsible of budget preparation and presentation of the group’s financial result in the monthly executive committee meeting. She was the Group financial controller of LEGSB since December 2020 where she was in charge of Group’s consolidated financial statements and monitoring of group financial performances. In 2022, she was promoted to Deputy CFO of LEGSB where she was responsible to assist CFO of LEGSB on the review of group consolidated financial statements, and monitoring of group financial performance, presentation of group financial performance to management and assist Group CFO in corporate exercise.
She was then transferred to our Company commencing from 1 January 2023 and assumed her role as our Group Deputy CFO. With effective from 1 April 2023, Ng Seoh Koon has been appointed as the Group CFO where she is in charge of our Group’s overall financial management, corporate finance functions and corporate matters, which includes assessing, deliberating and executing decisions pertaining to strategic initiatives and operational execution. As our Group CFO, she also supervises and oversees the preparation of financial reports for the respective committees and Board.

CEO of the LYS Energy Group

Graduated with a Bachelor of Science (Hons) in Chemistry from University of Western Sydney, Nepean, Australia in 1997 and obtained a Master of Commerce, Advance Finance from University of New South Wales, Australia in 2005.
Joined Leader Universal Holdings since 2006, as a Senior Manager of Power and Project Development and was responsible for new project acquisitions and developments in Southeast Asia region including Saipan and Pakistan. He was involved in managing and establishing CTL from origination and up to the start of construction of its 110 km, 230 kV high voltage transmission line and substation systems.
In 2010, he was transferred to CEL as Head of Contracts and Services and later promoted to Deputy Project Manager of CEL in 2012.
In 2013, he was transferred to Leader Energy Ltd (Lao People’s Democratic Republic Representative Office) as the Deputy General Manager. He was designated as the lead manager for the business expansion in Lao People’s Democratic Republic. He was subsequently transferred to LEPL as the General Manager in 2016, where he was responsible in heading all new project acquisitions and developments including the identification, origination and implementation of all new power infrastructure business opportunities in the Southeast Asia region.
He was appointed the CEO of the LYS Energy Group since 1 January 2022, where he is in charge of managing the operation team in Singapore and across Southeast Asia. He is responsible, overall, in managing the revenue and profitability, new business opportunity, project development and management, operation and administrative activities of solar project in the C&I market.

Group Chief Sustainability Officer

Evelyn Chee Siew Poh, our Group Chief Sustainability Officer. She is a GRI certified sustainability reporting specialist and was certified by the Institute of Certified Sustainability Practitioners (ICSP) in 2022.
Evelyn Chee Siew Poh graduated with a Bachelor of Science in Cell and Molecular Biology (Microbiology) from Universiti Kebangsaan Malaysia in 1996 and Degree of Master of Technology (Environmental Management) from University of Malaya in 1998. She further obtained Occupational Safety and Health Certificate from National Institute for Occupational Safety and Health in 2004.
In 1996, she joined Ageris Sdn Bhd and act as an environmental impact assessment consultant for mixed development which include housing, commercial and industrial developments, solid waste such as landfill and incinerators, and hazardous waste recovery projects. She is responsible to prepare and submit environment impact assessment reports to the Department of Environment for various development companies. She joined Environmental Resources Management (ERM) Sdn Bhd in 2000 as senior consultant for five years where she was exposed to environment due diligence for mergers and acquisition projects and was involved in environmental consultancy for onshore and offshore oil and gas projects.
In 2006, she joined Sime Darby Industrial Sdn Bhd, as assistant manager. She was promoted as manager of Environmental, Safety and Health (ESH) in 2007, head of group ESH in 2009, vice precedent II of Sustainability, Quality and ESH in 2010 until 2014 where she headed the Sustainability, Quality and ESH group activities for the 36 operating units of Sime Darby industrial group of companies in Malaysia. She is responsible to ensure the company fulfill its Sustainability and ESH vision and oversee ESH related programs of the company with the aim that Sustainability and ESH are integrated into the employees’ working culture and to reduce the risk of occupational injury, illness and environmental incidents.
In 2014, she joined General Electric Oil & Gas which involved in turbomachinery solution business. She was appointed as Asia regional EHS leader and in 2016 as strategic initiatives leader where she was required to conduct regular reviews with business global leaders on EHS performance metrics, management reviews with regional and business leaders and implementing EHS programs at repair shops and field service projects as well as conducting audits at customer site.
She joined Accenture Sdn Bhd in 2017 as Senior Manager – Health, Safety, Security and Environment (HSSE) Technology Lead where she lead health, safety and environment digital transformation projects for oil and gas clients. In 2019, she joined MISC Berhad where she was appointed as the Head of Corporate Sustainability of which she led and drove her team towards the alignment of the company sustainability strategic priorities across the group and to ensure management on sustainability performance was against best-in-class sustainability practice.
She was appointed by our Company in March 2023 and assumed her role as our Chief Sustainability Officer. She is responsible to lead efforts in driving the development and implementation of sustainable practices within the Group that promote the reduction of the company’s environmental footprint, enhance positive social impact and maintaining good corporate governance. Her role includes fostering a culture of change within the organization, leading the development of new sustainable technologies and maintaining strong relationships with key stakeholders. She will work closely with the executive management team to develop and execute a comprehensive sustainability strategy that aligns with the organization’s overall mission, values, and long-term goals.
