By leveraging our success as the first independent power producer in Cambodia with our diesel-fired project in Phnom Penh, we secured our second IPP project by competitive tender in 2009. This was the award of a 30-year PPA concession for a greenfield 120MW gross coal-fired power plant in Sihanoukville, Cambodia on a build-own-operate “BOO” basis known as Cambodian Energy Limited “CEL”. CEL included the development, financing, construction and commissioning of a (2 x 60MW) gross, coal fired plant utilizing low emissions Circulating Fluidized Bed Boiler technology. CEL includes a 2km double circuit 230kV transmission line connecting the power plant to the nearby EdC substation. Coal for the project is imported from Indonesia and is offloaded at CEL’s dedicated coal receiving jetty. The project was designed to meet World Bank-IFC environmental standards. The project successfully achieved commercial operation in December 2013. CEL performs all operations and maintenance “O&M” with its own project-level organization.
