Village 2, Sangkat Kampenh, Khan Steung Hav, Sihanoukville province, Cambodia

We secured our third IPP project, and second coal-fired project, in 2016 under a build-own-operate, 30-year PPA concession, awarded by the Cambodian Government for a 150MW (1 x 150MW) gross project to be implemented on a “fast track” basis. The project is known as Cambodian Energy Limited II “CEL II” and is being constructed under a turnkey EPC contract with Toshiba Power Systems Co. on a site immediately adjacent to CEL. CEL II will use once-through cooling and a single circulating fluidized bed boiler manufactured by GE. Coal will be imported from Indonesia and CEL II will use a common coal receiving jetty and ash disposal yard with CEL. The operation and maintenance “O&M” for CEL II will be provided by an in-house O&M team looking after both CEL II and the neighboring CEL  power project. CEL II was successfully completed and achieved commercial operation in April 2020. The project was designed to meet World Bank-IFC environmental standards.
